Level 3 perks do not appear in the Bloody Web

Hello dear community.
My nickname is "recoonn" and English is not my native language.
I encountered a problem .
I play the character Nea Karlsson. She already has level 12 prestige.
And so I noticed that the BETTER TOGETHER and CAMARADERIE level 2 perks and level 3 bloody web simply do not appear.
Although today I purchased the POTENTIAL ENERGY perk in the temple and level 2 and 3 perks immediately appeared in the bloody web.
All other perks for the survivor are upgraded to level 3 except BETTER TOGETHER and CAMARADERIE
