Hex: Ruin exploit with new gen system?

I am not on PTB (console player) to test this myself. Can someone pls confirm.

Under the new gen system is says "Each generator can only suffer 8 regression events maximum". I am guessing every time a surv lets go of gen and activates Hex: Ruin, it'll count as "1 regression event"

If so, then survivors can easily let go for a split second every 5% of gen progress to activate/deactivate ruin and eat up all 8 regression charges quickly from start of game.

    Asked a reputable streamer. Seems like Hex: Ruin doesn't count as a "regression event", there needs to be "pop" (with an at least a -5% insta-regression) for it to count.
