12 seconds of no gens is a fine rework if there was a stipulation.

If you want to really tone down this perk, apply it only to the first hook of the game. A lot of people assumed it would work this way when they read the patch notes and still thought it would be good, so that'll be fine.

But honestly, the perk can generally work if it deactivated entirely if someone was killed. Cutting tunneling out of the equation would be a big trade-off to this perk's potency. Perhaps, it could only trigger if you had hooked a streak of different survivors, similar to what Furitive Chase encourages.

As it stands, Grim Embarce alongside Pain Resonance give such slowdown when paired that you can easily use these "play nice and hook everyone" perks even while tunneling a survivor or one hooking a team. Again, this is because if you kill a survivor early, then you get the effects of one token of both perks, and you can still reap the benefits while you're starting to hook others in a 3v1.
