Perhaps it could be implemented that a killer has to hit another survivor at least once after a hook rescue. This would at least give the unhooked survivor a headstart in conjunction with the temporary endurance buff.
The way it works: A survivor gets unhooked and gets the usual temp endurance after the unhooked survivor creates a distance between them and the killer of about 15 meters (since they'll have haste). Even if the unhooked survivor gets downed again by the killer, the killer will not be able to hook the same survivor again until they've at least slugged another survivor.
This safety measure deactivates when there are only two survivors left.
This mechanic can create interesting situations, in which other survivors may want to keep their distance and make the killer chase them to keep their downed teammate off of a death hook instead of attempting to body block making an attack easy to get for the killer. However, now the down teammate could also end up bleeding out if not healed from the dying state in time. What do you think?

Nah can't support it, it's a bad idea. This survivor rulebook or killer rulebook stuff shouldn't be implemented. It's a pvp game and that is a viable practice to win. I play 50/50 on killer or survivor and I've been tunneled and have tunneled dependent on the situation such as finding that survivor again randomly. No need for a crutch to he implemented.
