To implement a feature you have to consider people who want pip. Survivors who wish to surrender can become bots if one of their teammates agrees to surrender. Other survivors who do not wish to surrender can continue playing. The game continues without ending even if all survivors become bots.

Oh... This can be used to lower one's skill rating. But you can also lower your skill rating by committing suicide. And that is not seen as a problem now. In other words, the game is not hindered by such use.
