Perk doesnt show on tree

I bought the perk called Surge from shrine of secrets a while ago. I have this perk at level 3 on my 3 killers. I just unlocked the Hag and i leveled her up until perks stopped showing up. But Surge perk didn't show up in the bloodweb. Steam profile and dbd acc is down there

    Hi, this perk was a general perk and was not on the Shrine of secrets for a very long time - when Stranger Things returned to the game the perk became a character specific perk and as such was locked for other Characters until Demogorgon was levelled up to at least Prestige 1. Then it will be available on other killers.
