All Platforms - Wiggle Progress vanishes

Step 1: Get downed
Step 2: Killer picks up survivor and they start trying to wiggle off.
Step 3: Other survivors try take hits to stop killer from hooking.
Step 4: I think killer tries to hook but then gets pushed away/blocked?
Step 5: Wiggle bar vanishes and carried survivor cant wiggle off.
Character played doesn't seem to matter.
Perks don't matter.
Has happened on two different maps now.
Twice within 24 hours.
