A few questions about perks and offerings

I was just genuinely curious about some perks and the benefit behind them all, including offerings.

Question 1: Remember when Shadowborn and Monitor and Abuse had FOV increases? What was the benefit behind it, other than getting a wider field of View? I personally, felt that it was a waste of a perk slot to begin with.

Question 2: Can we all agree that Up the Ante is by far, the most useless perk for survivors? Unless you have a perk build for it, it can be useful sometimes. Why is no-one taking the time to even consider reworking or buffing this perk at all? I mean, it could have the potential to help you in a game, if someone could just look into the perk and change this pile of garbage. (Also, Luck should allow you to gain different benefits for different things, instead of just allowing you to have the chance to escape hook)

Question 3: Why did the developers even think it was a good idea to changing or reworking Spine Chill in any case? Spine Chill wasn't even that bad to begin with. Literally all they could have done was just remove the vault speed increase, and leave it at that. Also, Premonition is pretty useless now. Just rework it, or remove it from the game entirely.

Question 4: Why does the Cut Coin offering for killer, say it can stack? How? How can it stack, if you only have 1 killer in the trial?

Question 5: What is the point using Torn Blueprint offering to increase the chances of basement spawning in a specific area? What is the benefit? It's not like the killer can always hook you in the basement, or the survivor would go into the basement all the time.

    For question 4, it's because it stacks with other chest offerings (also works the same way with hook offerings and "fog" offerings). To make up numbers to make it easier to understand, let's say the survivor coin is +1 chest, and the killer coin is -1 chest. If all 4 survivors brought coins and the killer brought a coin, then it would be +4 - 1 for a final result of 3. Stacking doesn't necessarily mean "always positive". It just makes that anything that stacks with it will affect the outcome accordingly whether positive or negative.
