Can’t blind killers

I’m not really sure if this is a bug or maybe just because killers look downward but I have tried on multiple occasions to blind the killer while they are breaking a pallet and it makes the blinding noise but doesn’t blind them. As if they have lightborn which I just assume is the case but lo and behold, no lightborn come end game screen. It’s bothering me because one of my favorite things is flashlight saves but this happening deters me to try it and waste time because of possible lightborn. Thank you for reading.
