Inconsistent Flashlight Saves

I've noticed that flashlight saves have been inconsistent. During the Lights Out mode I blinded a Doctor, I saw the beem narrow in than out but he simply turned around and sauntered off like nothing happened.

Just yesterday a Yui ran up to save me and blinded the Killer but despite the Flashlight making the blinding indicator I wasn't dropped.

Neither of these Killers had Lightborn I checked.
