Ruin Hex must have...

Hello everyone,
may it can be that the ruin hex is a must have Perk in all rounds? A good or mid player without it, have a lil bit chance to hook a surv,after found him in one Minute. If the surv still a good player in high ranks, he can juke the killer 1, 2,3 minutes or longer. in this minutes the other survs rush 3 gens. Sometimes still more. The hex is also a must have Perk to conter the normaly genrushs. I think the time to fix gens has to be raised. Not to much, maybe 10 or 20 sec. Do u see a lil chance to patch it, or not? Maybe many Killerplayer can use also a free perkslot 4 any other Perk as ruin. Sorry for my bad english ;)
