Plague's Corrupt Purge being ended by perks

There has been no mention of this in patch notes, PTB's or Developer Updates.

When All Things Wicked was launched, Plague started losing Corrupt Purge from any stun perks, such as Decisive Strike, Blast Mine and Head On, as well as Pallet Stuns.

With the recent developer update mentioning that they don't want perks that affect killer powers, can we please get an explanation why this change was made? Is it an intended change to her power? Should she really lose her power for kicking a gen?
