Idle Crows Don't Do Anything
Idle crows seem to exist to stop survivors from holding the game hostage by hiding in big maps until the game timer triggers, but there are many ways around them that practically make them useless:
- Interacting with objects that do not progress the game (entering/exiting a locker over and over, tapping a totem, slow vaulting a window)
- Dropping/Picking up your item
- Finding a small area to crouch walk around near your hiding place
Normally this is NOT a problem. Most survivors will keep trying to progress the game even when it is clearly over, such as in a 2v1 situation. Unfortunately, I've been in several matches lately where it is down to the last two survivors and they keep hiding and I can't find them. One of these matches went for over 20 minutes and only ended because one of the survivors disconnected.
It's not the killers fault if they can't find a survivor crouching in a bush on Mother's Dwelling that keeps dropping and picking up their item again, and stops when the killer gets close to slow walk around a tree.
It's not the killer's fault they didn't equip one of the on-demand info perks like Ultimate Weapon (most of these survivors use Calm Spirit anyway) or Darkness Revealed.
In these situations it is unreasonable to expect the killer to be able to progress the game. It is the survivors that are causing the stalemate while the killer is actively trying to end it.
The solution is VERY simple: Idle crows are only reset if a survivor touches a generator.

Bad idea but that is a real issue. The game should not be able to be held hostage by either side and it's unreasonable to expect the killer to be able to progress the game. Likewise it's unreasonable for one of the two survivors to essentially kill themselves to try and get gens 5 gens done when two of their teammates sucked. If they go out then they die for sure since they will invariably get found and they don't even know if their other teammate will do gens while you are in chase much less last for five whole gens.
TLDR the problem is that it's the hatch standoff all over again, whoever acts first looses.

Not progressing the game in any way is already bannable offense, so why not?
But with that logic, it makes expecting to survivors do gens at all will be unreasonable because that'll make them found and die.
If locker hiding while four survivors alive is stupid decision, why not same applied to two?
