Twins rework does nothing to address Victor's current design flaws.
Since most people don't really play Twins I don't expect anyone to relate, but me being one of the 3 people who regularly do I am extremely worried about this "rework". From what I could gather, the devs obviously have no idea what QoL were needed for this killer. The rework instead addresses survivor griefs and probably what the devs had trouble with in the 3 total hours they probably played this killer.
A few of the things Twins mains probably noticed were missing in the rework:
-Still nothing to deal with windows. Good survivors can abuse a good window for an insane amount of time and there's nothing you can do about it. A few notorious examples I can think of: Suffo Pit long window, killer shack in any map, main bldg in Dead Dawg Saloon, any house in Haddonfield, window next to stairs in Mother's Dwelling…there are countless more.
-You can 99% crush when he's got you trapped in locker and make Charlotte waste time for nothing. Pretty sure they don't even know about this.
-Maps now full of clutter try finding survivors with Victor in Toba Landing or Red Forest.
-Predropping any strong pallet makes Victor basically useless against good players. Unless it's the survivor that makes a mistake. If you know your checkspots you're pretty much safe by just predropping a filler and being patient.
-Even worse, no more killer instinct means less map control, and on top of that Victor now has a semi-TR which means every survivor can now just pre-run to a safe pallet as soon as they see the visual indicator. Problem is, even if they drop the pallet Charlotte is most likely on the other side of the map so the tile is STILL SAFE if you just leave.
-I've gotten bugged twice already where Victor can't move after being stunned as Charlotte. They can't fix the killer as it is right now, sure they'll be able to account for everything post rework. Sure.
So yeah, I'm not looking forward to this update at all. I feel like BHVR just went usual BHVR and band-aided the stuff they didn’t like. So now it's just Legion with extra steps. Victor is still going to be awfully clunky, and they're definitely not reverting the changes. One more victim of the devs crusade to lower the skill ceiling in this game.

Viktor is only strong when sneaking up on an unsuspecting survivor. Then latching on and you try to hunt them down with Charlotte. That's the whole flow and fun of the playstyle for me. With these changes you're just going to be playing Viktor 90% of the time and only use Charlotte for hooking? That sounds boring. Not to mention giving Viktor a terror radius is a SIGNIFICANT nerf. As soon as survivors learn they can negate Viktor simply by hanging around a vault or window it's game over.

I genuinely hate almost everything about the changes. Victor is now a hit and Run Power and Charlotte is just the garbage collector. I LOVE playing as the Twins, I love the rush of landing a latch or down hit, because it feels good getting the aim right. I agree with the clunkiness of their playstyle being frustrating, but that's the only thing that should've been addressed. All these other changes just make it so Charlotte is gonna be the prop to Victor and Victor will be Legion without the Killer Instinct for finding Survivors.
Devs please. The Twins are hard and can be grueling, but they're so so fun and rewarding for those who actually understand and enjoy them.1
