Self Care bug: progress bar not moving

perks: Resilience, self care, balanced landing, deja vu
Had a Mechanic's Toolbox in my hand with clean rags and scraps addon.
I was self caring for several seconds but the progress bar didn't move. I ran to another location, tried self care but same result. sable healed me up 1-2 sec, so I know self care was working, just that the progress bar was not.

This has been reported before you just need to keep healing until you heal yourself.
