Not only... More like the skill you require to play Billy well is rather high, so it is only fair that it requires some skill to do well against him while looping. And as really good players tend to have little to no problems against Billy, as we see in 1v1s and stuff it leads me to the conclusion that people just need to learn how to play against him.
If both sides have no clue I don't really know who comes out on top though...

Hillbilly in general is heavily overtuned and I think they could nerf him a bit now that he was allowed to be that strong for a while

I believe that just results in reduction of killer variety tho
as long as top stays same, you don't really need nerfs

It's not hard to give him addon nerfs. Engravings + Lopro/Engravings + Spiked Boots should probably not be a thing.

It's not he is any better than other killers with all that addons anyway, I don't see much of a point
