Full Progression, Still Can't Get Off Shoulders

I don't know if this is a bug or a cheat.
I just played a game with a clown and he acted like he was going to take me to hatch. Then, he took me to the door and swung for me to get off of his shoulders. I wiggled all the way to the end of the progression bar. Then kept wiggling another 15 to 20 seconds (while it was at the end of the bar), and it never let me off his shoulders. He then shook his head no and took me to the hook.
So either he cheated, or clown is broken. I'm guessing he cheated, so I reported it through DBD after the game.
