Possible bug with Shrine of Secrets.

I apologize in advance if this is intentional but I had a few tier 1 perks I bought from the shrine to get them on some killers at tier 3 via bloodweb. I eventually P3ed those killers later on and the perk is a tier 2 perk in the shrine after P3ing the killer is this normal? If it matters I'm on the Switch.
