Perk deactivation in endgame isn't fair

Why does my dead hard get deactivated if I havent' even used it? Or off the record or Decisive strike. There is no reason for those perk to be deactivated in endgame ESPECIALLY if you haven't used them, and those perks are only time limited and you only get it after being hooked. It makes sense that during end-game, you can't activate the perk any longer, but if I didn't use the perk it should be deactivated. I don't understand why survivors have these nonsensical nerfs that make zero logical sense.

Dead hard is not deactivated in the endgame. DS is because it puts killers in lose/lose situations.
