I m having a bug regarding the perk ,,Surge" , i only have it on Wraith and no other killers .

This is no longer a general perk. So you need to either unlock it on Demogorgan and reach at least Prestige 1 on that character to find it in other killers bloodwebs, or purchase the character perk from the shrine of secrets.
