Very Inoffensive Anti-Tunnel Idea

For those of you that feel anti-tunneling measures should be base kit, if they exist at all, this is what my idea aims for! I know this is an idea that's been discussed by some content creators, so I wanted to share my thoughts.

Any base kit anti tunneling would have to be something the killer both can't avoid if they want to tunnel, but also something the survivors can't exploit. My idea would simply be a new mechanic:

It would have the same activation conditions as Decisive; X seconds since the previous hook, and deactivates upon conspicuous action / in endgame. However, instead of stunning the killer and escaping, your sacrifice progress would remain as is. In other words, if you just got saved from your first hook and had 45 seconds left of Stage 1, when re-hooked, you would still be in Stage 1 with 45 seconds left, rather than going immediately to Stage 2.

There's no way to play around this, tunneling would FORCE the killer to put that survivor on the hook. As for any discussions about slugging to work around this; this is to counteract tunneling, not slugging. If the opinion is that slugging is just a means to work around, different discussions can be had about whether time on the ground should pause anti-tunnel timers. This also can't be abused as survivor, since any game progression would disable it.

I personally think that, if a base kit anti tunnel were to be considered, this is the least 'offensive' (it doesn't impose upon gameplay, such as OTR giving an extra health state, or DS allowing the survivor to escape) means of doing it. Killers can tunnel if they want to, but it isn't as valuable, and Survivors have no reason to try and exploit it.

    An idea I had would be to give the survivor an active ability, to be used while running and injured, that would basically be like Spirit's power: You don't see anything, you can't interact with anything, you can't be interacted with, you can't collide with other actors. Immediate chase-ender, on demand. But it can't do anything beyond that.
