Potential Buff For Spine Chill

It's no secret that Spine Chill is weak, so I won't explain why I think this change is necessary, I'll just skip straight to what I think that change should be.

In the course of thinking about how to make Spine Chill a little more impactful, I started thinking about what it is this perk actually does; what purpose, if any, would you bring Spine Chill for? At that point, I realised, you'd bring it to finish actions in the killer's face, since that's kind of all it does now.

So let's just buff it for that. I'm gonna throw out some numbers as an example, but they'd obviously need to be tested:

Spine Chill: When the Killer is within 20 metres of your location and is looking at you with a clear line of sight, Spine Chill activates. While it is active, receive a 25% speed bonus to the following actions: Unhooking, Healing, Cleansing, and Opening the Exit Gates.

By shrinking the activation range but pumping the bonus speed way up, Spine Chill becomes a perk that you'd bring if you plan on being aggressive and performing high impact actions in the killer's face. I would suggest removing Repairing and Sabotaging from the list as that could get out of hand when paired with other tools, as well as removing Blessing and Unlocking Chests because… I mean, honestly, those kind of aren't useful and just cloud the perk's purpose to anyone reading the description, in my opinion.

That leaves the four actions listed, all of which are ones you'd feasibly want to do with the killer bearing down on you because completing them just before you get hit can, realistically, absolutely be in your favour. It can make the difference between a hook trade and you both getting away, for instance, or the difference between being downed or getting out the exit gates entirely.

Thematic, useful, and not broken. I think this would be a much better version of the perk.
