Can we talk about slugging?

And no, I'm not talking about slugging as strategy, rather as a BMing and wasting players time. Yesterday I played against Nurse and she slugged other 3 survivors to death, so I was last in the match. She finally caught me, but she didn't want to hook me at all, so I had to wait almost 3 minutes to get out of the match. I sent a report in game and on the website for held hostage, but I got a reply today saying there's no penalty for that. How fair is that?
Considering that as of recently, the game no longer allows you to try to unhook yourself when you're the last survivor in the match, cause "it's wasting killers time", but somehow no one cares about survivors time. BHVR, please, add a "concede" button for the last survivor or make penalties for such cases

Support is correct; Slugging is not a reportable offence, as noted here in the Game Rules, as the game will end when either the Survivor is picked up and hooked, or the bleedout timer reaches zero. Nor is this considered holding the game hostage.

Holding the game hostage are things such as a Killer (or fellow Survivor(s)) keeping you trapped in a spot for several minutes (before End Game Collapse), unable to move out of the spot and participate in gameplay, Survivors refusing to progress a match for a prolonged or indefinite length of time by getting in a chase, working on gens, etc.

I understand things such as being slugged are not very fun, and civil feedback on the game is always appreciated. However, please be mindful not to report things that are not reportable, as this causes Player Support to take time away from other reports, and repeatedly doing so can cause a player to be considered abusing the report system.
