PC-Unable to hook survivors

Was playing on the Crotus Penn Asylum map in a public match and had a bug where sometimes I was just completely unable to hook a survivor. I would walk to multiple hooks and never receive a prompt to hook the survivor. Other times, I had no problems. This wasn't a certain hook being bugged, because I would carry a survivor to multiple hooks and not receive a prompt on any of them, but then later I was able to hook someone on the same hooks I couldn't use earlier in the match. I was Huntress, the survivors were an Ace, two Fengs, and a Nea, but this bug happened with every survivor at some point.

I just had this bug as huntress using were-elk skin, I couldn't hook anyone on the school map just now on PC
