Killers having multiple different "powers"

So with the edition of Vecna he essentially has 4 powers. This post isn't about Trapper lagging behind with "only" having 1 power.

ITS ABOUT MY BOY FREDDY, I still find it extremely weird that his power is split so you can only use one a match. While other killers can have multiple powers. I get that his snare is the same hinder as Clown's bottles. But with a PTB you can gather so much information on how to nerf, balance, and buff him.

Also by multiple powers, I mean that Demo has a Dash and a teleport, Clown has a hinder and haste, Dredge has nightfall and teleport. So on and so forth.
