PC - Game Freezes on Start Up

I've reported this issue before and supposedly fixed it by uninstalling and reinstalling dbd. It fixed it for a bit but it occurred again and I do not know why. I tried validifying files without uninstalling but that didn't work. I do not know what is wrong or what is causing it.

more importantly the start up is RIGHT on the loading screen like first frame
