I would like that honestly.
It would be more harder for stealth killers if you hear splash sounds around you, but it would be cool like a part of a map being flooded. Maybe not a whole map but maybe some small part for starters.

I would like it as a feature on some maps for sure, swamp especially would look pretty cool with water in some parts of the map.

Actually, I'd love a modifier like this one; no TR or scratchmarks - but instead the water splashing. — sure, stealth gameplay would not be big with that one but modifiers aren't exactly supposed to be super balanced and more meant to be on the fun side.

It looks nice and could be a new way for tracking indoors instead of crows... Maybe you could set off something else that gives off a noise notification however I feel like it would make the game probably perform somewhat worse so I don't know...

Probably can't work in normal DBD though. Mainly performance reasons. But then also Chucky and Victor would get obscured.
Maybe a modifier would be cool and the water would have special effects. Like… if you drop an item, it will float around the map.

But personally, when they finally rework the Backwater Swamp maps, they should add water to certain parts of it. They don't even need to be parts that can be interacted with, they could just be bodies of water that have low invisible walls around them. Making them essentially obstacles on the map.

I honestly would love a Killer that would spawn water on maps (like how every hooks change with Xeno and the Dream World) and be a core mechanic.
For example the water monster from Amnesia, he would be "invisible" and have a minuscule Terror Radius (like tier 2 Myers with Dead Rabbit + Monitor & Abuse) and a faint Red Stain but a directional noise and visible footsteps whenever it moves.

This is sick! I'm not sure if it necessarily fits on Lery's, but the idea of some flooded areas on maps could be interesting.
