Did the developers take away the face camping meter?

I was playing in a match the other day, I noticed that the killer tunneled one person out of the game. So when he got me and put me on the hook for the first time , he literally stood there the whole time and watched me die. I thought there was supposed to be a camping meter there but when I looked down it wasn't there.

Were the exit gates powered? It doesn’t work once you finish the gens
