Why the need for 60 seconds?

Every time someone leaves the lobby the timer resets. Another 60 second wait. Counterintuitive to faster queues.

I mean the guy that joins now maybe didn't wait for 60 seconds... So if it was less time that might be a bit too quick for that person.
