Chaos Shuffle is a huge success, and should be a major wake-up call to the perk balancing problem

Chaos Shuffle is EASILY the most fun I've had with Dead by Daylight in a very long time, and based on what I've seen, a lot of players feel the same way. Getting to take a break from seeing the same meta perks on both sides almost every single match, and getting to just play and enjoy the game, has truly been an amazing experience, and I would love to see it become a permanent game mode.

The main reason why Chaos Shuffle is so much fun is because it feels like a fresh experience. The core gameplay is exactly the same as the regular game mode, but not only do you not see meta perks nearly as often, you DO get to use and play against perks that you normally almost never see in regular matches. Sometimes, random builds may not make much sense (ie. getting Thrill of the Hunt with no other hex, or Blood Rush with no exhaustion perk), but it's usually not a big deal since your opponents usually won't have super strong builds either.

With that in mind, I hope the overwhelming success of this modifier helps to reinforce the need to adjust a lot of the perks in this game. Dozens and dozens of perks have been changed in the last couple of years, and that's a good step forward, but there are a lot more that need adjustments. There's a reason we see the same small group of perks on each side far more often than the other 100+ perks, and while you can always buff bad perks to make them better, they usually still aren't capable of competing with the existing meta. More often than not, whenever a perk has been buffed enough to compete with the meta (or a new perk is introduced that is strong enough to compete with the meta) it's usually ended up being too strong and/or problematic in some way. (Circle of Healing, the Call of Brine/Overcharge/Eruption meta, Made for This, Ultimate Weapon, and the FTP/Buckle Up combo all come to mind.) The meta has shifted around several times, but there has always been a pretty clearly defined meta for both survivor and killer.

Reducing the strength of the top-tier perks and buffing several of the other perks that rarely get used (because they're not good), would ultimately make builds on both sides more varied and make the game more interesting overall, by keeping perk selection less repetitive and introducing more variety to matches. There are some underrated perks that are decent and that don't even need changes, but they don't get used much because the meta perks just overshadow all of them. There are also a ton of perks that are terrible and desperately need improvements. Why in 2024 do we still have terrible perks like Poised, Technician, Predator, and Beast of Prey? (And there's plenty more.)
