Character / Skin Name

Hello. Can somebody let me know which character is this and what is the skin name?
I want to have this because it looks so cool. Not Sable but the boy next to me with the glasses. I have been searching all over the internet and inside the game and I can't find which one it is.
Or are they cheating and this is just a skin changer?
Please let me know, thank you very much.

    Shouldnt be a cheater.

    thats Felix Richter, wearing pieces of different outfits.

    Head is from an outfit with multiple recolors (this one could be rift exclusive at the moment though.. there is definitley some available with different shade colors in the in-game store)

    Torso is from his Blighted Outfit - so only available during Halloween in-game event in the store.

    Pants i cant directly identifiy. might be his default pants? maybe prestige? or from the same outfit as the head
