Make Your Choice, Devour Hope and Floods of Rage should NOT get countered by self unhooks.
In a match, Deliverance can happen 2, or even 3 times. (Deliverance is too strong, but that's another matter).
If you're running a build where there's Devour Hope, or Make Your Choice, or Floods of Rage, self unhooking completely counters them.
This should not happen: after the first unhook, before you get to even 3 stacks of Devour Hope, instead of 3 hooks, you need 5 hooks!
On top of this, you cannot really chase the self unhooker in an efficient time, because they will have all the funny anti tunnel perks mathematically.
So you're screwed basically: if you tunnel you will eat the anti tunnel perks, and if you don't tunnel the match is over before you get value from Devour Hope.
Self unhooking is really a bad mechanic on this side.

We're going to first ask why shouldn't self unhooking counter these handful of things.
Next we're going to explain how Deliverance requires one to safely unhook a survivor and then be hooked before everyone else is gone (dead or alive) to use it. That's at minimum 2 hook states, something very valuable to survivors if they want to live, for 1 guaranteed self unhook. If the one with deliverance is caught first, it's a dead perk the whole trial, if the rescuee is caught from a unsafe hook, they have to try again, and to get any value out of it, it costs 2 hook states minimum. We feel deliverance is fine.
Third is that a myriad of things counter other things in this game. Calm Spirit counters any screaming from perks to powers and Spies from the shadows, which itself counters distortion and other anti aura perks survivors got. If self unhooking (which unless there's luck or a perk in play, is 4% chance per swing) counters a few things, we say good.

Deliverance is so fine that I want to stop using Devour Hope or other perks that incentivize splitting hooks, and just run Corrupt, Deadlock, Pain Res and Ruin/No Way Out, and tunnel the ######### out of the first survivor every single match, so it's a 3 vs 1 ASAP, I don't eat the 2/3 Deliverances that might potentially be there in a team, as well as other perks that don't take effect if you do the "NASTLY GROSS TUNNEL" strat.
That's so fun and fine right?
1 Deliverance is fine, 2/3 OF THEM ARE NOT.
There needs to be a limit to how the mechanic works, because 2 of them in a match already is something the killer hardly recovers from.

How does devour hope incentives splitting hooks? You literally can tunnel and still get stacks so long as your far away enough in time.
Considering that we outlined how it's fine. Yes. You wanna throw a fit and do that on the off chance someone may or may not have Deliverance, you do you, but we think it's fine that Self unhooks can counter these.

I will try to tunnel even with Devour Hope and totem protection perks, to see what happens, but I don't think there's enough time to succesfully get to 3 stacks even before the game ends, considering the time you waste on anti-tunneling perks.

If you feel the need to tunnel and camp with 4 slowdown perks stacked because of deliverance, that is a you issue and not the game's issue. If anything, it just goes to show that tunneling and camping need to be nerfed, since they are the easy way out for killers to win a match.

Mechanically, there's no way Make Your Choice CAN activate on a self unhook. There's simply no unhooker for it to target.
Devour Hope shouldn't be countered, but again, mechanically, if the survivor unhooks while you're still in range, then Devour Hope cannot be activated.
Floods of Rage shouldn't have any problems though, it should still be showing everyone's else's auras.

Apologies, we missed the second part (or was edited in).
How do you get 3 deliverance uses? Survivor 1 hooked and rescued by 2. 1 gets hooked again and 3 rescues. 1 gets hooked again and dies. Survivor 1 gets hooked and uses it. 2 gets hooked and uses it. 4 CAN'T use it cause no safe rescue for them… are we missing something? Wicked would theoretically do as described...if each was hooked first time in basement.
Most can actually recover from this because they're broken and had a hook state removed. They're easier prey, have to play safer, or if you think they got a bunch of anti tunnel perks are in play, go find another as if they want to keep them active that survivor has to do nothing for a minute or lose em.

Floods isn’t supposed to be countered by self-unhooks and there was a bugfix patch note saying that was fixed at some point. So if that’s still happening then do a bug report because that’s not intended.
As for MYC, there’s no way it can really work with self-unhooks, it exposes the rescuer and there is no rescuer in this case.
Devour Hope I think it’s fine that it doesn’t work with self-unhooks, it’s already a strong perk that can single-handedly win a game and does not really need to be buffed.

3 uses is very unlikely, but theoretically possible if:
Survivor 1 gets hooked and rescued by survivor 2.
Survivor 1 gets hooked again and rescued by survivor 3.
Survivors 2 and 3 get hooked and both use Deliverance.
Either survivor 2 or 3 gets hooked a second time and rescued by survivor 4.
Survivor 4 gets hooked and uses Deliverance.
(I disagree with the OP that Deliverance is too strong though, I think it’s fine.)
