Survivors should be able to be Mori'd if they drop to a certain amount of health.

Bleed out timer is 4 minutes or 240 seconds. After 2 hooks the third is death…I would say at 50% health left or 120 seconds into their bleed out timer with 120 seconds left, they should just be able to be mori'd to get rid of the survivor.
I chose this time because Hook states are 60 seconds each time, 60 secs to reach stage 2 and 60 secs to die after reaching stage 2.
