Boons need a limit to their vertical range

Tell me why a boon placed in the furthest corner of the deepest pit of Vecna's tower, affects the top level of the map. No player is ever going to walk all the way down there to kick it, while giving up all of that pressure. Same issue with other maze-like indoor maps. It's way too big of a time investment to find it and kick it.
