The nat 20 powers should only work when injured and cause the person who used it to be exhausted for 1 minute, preventing use while exhausted. If this is too strong you can even give it a 1 time use.

The current power given by the nat 20 powers is much to weak to warrant using them in their current state.

We know Vecna is strong, this seems like a more fun way to balance the killer, aside from just nerfing his powers.
