Bardic Inspiration needs adjusting so it's fun

First off, the cool down is too long. Killers do not understand how long the cool down is and get impatient.

Second, when it rolls a 1 and fails, it needs something better than the scream. No one else realizes the scream means an attempted lute session failed. Have the character bring out the lute and a string snaps. And the cool down on a failure should be shorter than the cool down for a success.

This is a fun, meme-y perk. These aspects hurt that. I can't help that a lot of players don't understand the perks the opposing side uses, I have no control over that. But I've gone to streams wondering about a killer's strange behavior in a match and heard, "Play me another one!" "Why didn't you play me a song?" Streams. Plural. It's not an isolated incident.

If this perk had no purpose other than the lute, I would still run it. The cool down really hurts it, though. And if you're going to tell me the point of the perk isn't to see a killer headbang and do fancy footwork or a Mikey moonwalk, then that just means this game is a big bag of "No Fun Allowed."
