Hit Survivor off of Blink
Spasmodic Breath activates
With Spasmodic Breath still active, pick up a downed Survivor
Spasmodic Breath effect icon disappears
Hook Survivor
Spasmodic Breath effect icon reappears with countdown animation reset
Unless I really suck at counting to 60, this doesn't reset the timer - but the countdown on the effect icon still acts like the countdown is fresh until the original 60 seconds expires, upon which the effect ends.
This bug can be replicated consistently.
