Make Repressed Alliance perk percentage-based, not time-based

Hello there,
I feel like this is a somewhat known discrepancy, but I couldn't find any topics on the matter using the search bar. Reading the latest Developer update (August 2024), I was suprised that this didn't make update.
According to its description, the perk Repressed Alliance is based-off time spent repairing a generator, as opposed to percentage repaired; this makes it the only perk that works that way (AFAIK). It also makes it awkward to use with other perks that would synergise with it (like Wiretap) as it would not activate at the same time.
Considering that other perks have all been normalised in the past (given the same time or multiplier of given time), would it not make sense to do the same thing with this perk?
