Are Hatchspawns really random or do the developers intervene?
in the past, as a survivor, I've always had fights where the hatch spawned in front of me.
It's exactly the same the other way around. Especially if no "hatch offering" were used. Recently, it even happened to me as a killer that a survivor had a 4% release on the hook and the hatch appeared right in front of him.
That's like hitting the lottery. 😱
That can't be a coincidence, can it? Especially when it happens so often.

I also noticed an increase in hatch spawning really close to survivors, in either my killer games or i saw it myself 3 times in this week alone hatch spawned really close to me when i was the last survivor left.

It rng but usually on certain maps It appears to have a sort of placement for it.
