Legacy prestige portraits lost when merging accounts in "cross-save"

When I merged my accounts I lost the legacy prestige portraits because the system used the higher level character from my Xbox character (level 18 dwight) who didn't have the prestige portrait instead of my Steam character (level 10) who did have it.
