PS5 - Can't Heal Teammates on Toba Landing

I began recording after about a minute. For roughly a minute, I could not heal my teammate.
The prompt would come up, my Nancy would begin the healing animation for a split second, then stop and start over and over again (see video).
In this video, I wave Lara to come to a different part of the map and I still can't heal her.
After we both touched a generator, my healing ability seemed to come unlocked and I was then able to complete the action.
