Are we ever getting Plague's tome skin in the shop?

Every other tome skin has come to the shop sooner or later but Plague is the one exception. Is it just because BHVR decided to make it a prime gaming reward? If it is that's pretty ridiculous that BHVR basically lied about all tome skins coming to the shop just because they couldn't come up with a different prime reward for a single month.
