Buffs to multiple general perks

Killer perks:

Unrelenting:
• Now reduces the attack cooldown after missed and obstructed attacks.
• Increase the perk's effectiveness to 30/40/50 %.

Shattered Hope (New effect):
• Increases the time it takes to open an Exit Gate or the Hatch by 5 seconds.
• Causes the Exit gates to regress while no one is opening them at a rate of 0,5/0,75/1  c/s

Scourge Hook: Monstruous Shrine:
• Increased the hook timer speed-up to 20/30/40%

Insidious:
• Now, standing still also accumulates tokens at a rate of 0.5/s, up to 10. When moving again, all tokens are spent, causing the Undetectable to linger for 1 second per token.

Survivor perks:

This is Not Happening (New effect):
• When escaping out of the killers grasp, their power is disabled for 3/4/5 seconds.

Spine Chill:
• Removed the clear line of sight condition.
• If the killer is undetectable, the warning sound is delayed by 5 seconds.

Small Game:
• Removed the cooldown.
• The perk now doesn't work through floors, only the floor you're on.
• Increased the range to 16/20/24 meters.

Slippery Meat (New effect):
• Increases the AFC range by 2/4/6 meters.
• Increases the progression speed of the AFC by 15%.

Premonition (New effect):
• This perk activates when your aura is shown to the killer. While your aura is revealed, the perk's icon lights up and an auditory warning starts playing.
• For every 12/10/8 seconds of your aura being revealed, gain a token, up to 2/3/4. Each token delays the revealed aura by 1 second.
(Explanation: If you have 4 tokens and the killer uses an aura reading perk, he is still able to see your aura, but not where you are currently, but where you were 4 seconds ago. The aura reading also starts and ends later, so the duration of the aura read stays the same.)
