Why not? He's invisible, not intangible. Blocking pallets and vault points is the only shred of anti-loop power he has. I don't think it's fair to remove it from him when he doesn't have any other tools to deal with loops.
You can tell when Wraith is getting ahead of you to block a pallet. You have to be out-positioned for him to do this in the first place, but he has a cue and a cooldown while he uncloaks, and you can see what he's doing before he even gets into position at the pallet. Run in the opposite direction, either to another pallet or halfway around the loop if the structure permits. If there's nothing else, you can try to fake him into starting to follow you away from the pallet then and get back under it.
