Suggested Myers Rework (based on some forums I've found, and research done)
This is one of those "My dream rework," for The Shape, after looking around the forums, and doing some polls. The main idea with this rework isn't to buff myers to s-tier, it's to give him more options, and fix quality of life issues without adding assets or animations that I can't expect behavior to implement.
1. Reworked stalking system.
To minimize the issue of Running out of stalk in a match, without making it so Myers can stalk one survivor infinitely, every survivor will start with 9 points of stalk (currently 10). After stalking 1 survivors for 3 points, all other survivors gain 1 stalk point. This way as long as no survivor has been killed, you have unlimited stalk.
2. Slightly reworked Tiering up and down.
To remove fat fingering, similar to Oni, Michael should hold ctrl (secondary power button) for 0.8 seconds, slowing him down to stalk speed, and then making him tier up. The though process is that he can't insta tier 3 and then hit a survivor. To reduce slugging, The shape does not lose Tier 3 time when carrying a survivor. When in Tier 3, Michael can hold ctrl to exit tier 3 early, in exchange for saving half his remaining time as stalk points to go to tier 3 again.
A really cool idea that's been passed around is allowing Michael to toggle between tiers 1 and 2, after he's unlocked tier 2 once. The way I'd go about this is making it so he presses control, and 2.5 seconds later, he switches tiers. This way he can't instantly switch between the benefits of tiers 1 and 2, and has to be predicting that he'll need the benefits of each tier.
3. New strengths/weaknesses for each tier
Tier 1 will have 4.4 movement speed after you've reached tier 2 once, or if you have the scratched mirror add on. His lunge penalty will remain, but in Tier 1 he has a boost to stalking rate (40%, does not stack with his add on that does the same) , and no penalty for stalking survivors from a distance. If a survivor is performing an interaction (healing/repairing/totem stuff/opening chests), you gain another 25% stalk rate on that survivor. Lastly, performing break interactions (breaking pallets/breakable walls, or kicking generators) will produce no noise, allowing Michael to sneak up on survivors without certain physical obstacles to produce noise.
For plus sides, tier 2 will have a 10% boost to break interaction speed, basic attack cooldown, and a new terror radius/red stain distortion effect: when you go from tier 2 to 1, and press ctrl to tier back up within 1 second, a red stain will appear where you were when you first pressed ctrl to tier down. The idea being that you can make an illusionary red stain to convince survivors you're in a spot you aren't. For downsides, Myers should suffer a 15% debuff to stalk speed, so he can't be both stalking you, and chasing you as easily.
Tier 3 will have the previously mentioned options to tier down and regain half the stalk he originally gained, and the lessoned incentive to slug by not losing tier 3 whilst carrying a survivor. Myers will lose the benefits Tier 2 will be buffed with (boosted kick speed and attack cooldown), and as a nerf to it all together, Tier 3 will start at a duration of 50 second (as opposed to current 60). The new upside however, is that Myers will gain bloodlust every 10 seconds instead of 15 like most killers, effectively making him a speedy killer in tier 3. Additionally, every time you reach tier 3, your max Tier 3 duration is increased by 10 seconds, up to a maximum of 1 minute and 30 seconds without add ons.
