Power Struggle placed on a short cool down after a successful stun

hi! first game-related suggestion i'm making but i wonder if power struggle may ever get glanced at for a little bit of a tweak.

i personally dont have an issue with this perk, but i did notice that on maps like 'the game' this perk can protect a survivor a little too much after they get downed in a pallet dense map. paired with windows of opportunity, and a survivor can delay being hooked for a significant amount of time during a match so long as they make sure they die on a pallet.

the counter to this is quite straight forward: simply down the survivor away from a pallet, burn resources so they have no access to the pallets, or do not chase them/keep them slugged! however, as valid as these strategies are, it can cause a bit of a headache in situations where hooking this survivor is a necessity at a point in the match and you cannot pick them up.

this in turn forces the killer to have to continuously slug the person until they get a better result, which is not exactly fun nor healthy in my personal opinion. for survivors, slugging is already an unpleasant experience while not being able to hook one specific person can cause some unsavory gameplay choices on the killer side. it also discourages player interactions since it's a losing situation for both sides and it undermines the risk factor of the perk.

while power struggle itself isn't as common of a perk to see, i believe that a very small change like this could make power struggle less overwhelming and protective on pallet dense maps. a short cooldown is enough to suffice since it could be timed in a way where it's not restrictive on more open maps due to tile spread.

i am open to discussion on this!
