Tome 6 challenge isn't working

SUMMARY OF THE ISSUE: Tome 6, Survivor side- Means to an end, isn't working.
PLATFORM: Xbox
STEP BY STEP INSTRUCTIONS ON HOW THE ISSUE OCCURED: I have tried to reset a pallet with any means and stun them with it multiple times and it won't give me the finished part of it.
