A couple more Ghost Face tweaks to make him perfect!
It's not my intent to make Ghostie the most OP killer ever, but I do think the buffs we got during this patch could have gone a bit further w/o pushing his power over the edge. As a long time main— here are just a few tweaks to maximize his fluidity during gameplay and allow him to be a bit more consistent w/ his very unique playstyle, bringing him a little bit closer to the middle of the pack of killer strength.
- added 1 second grace period when holding stalk and moving to the edge of a surface to allow The Ghost Face to transition from normal stalk to lean and stalk w/o needing to press the button again
- added effects of the following add-ons to basekit, giving Ghostie a little more freedom in positioning:
- Knife Belt Clip (reduced terror radius while crouched - nerfed to previous 8 meters)
- reworked effect: When downing a Marked survivor, all other survivors within 12 meters suffer from 10% Hindered for 5 seconds.
- Chewed Pen (dying survivors take longer to reveal)
- reworked effect: When downing a Marked survivor, causes all other Marked survivors to scream and reveal their position.
- Lasting Perfume (hooked survivors take longer to reveal)
- reworked effect: Triggers Killer Instinct on survivors when their Mark expires for 3 seconds.
- Knife Belt Clip (reduced terror radius while crouched - nerfed to previous 8 meters)
- changes to the following add-ons
- Night Vision Monocular
- current - Survivors suffer from the Exhausted status for 10 seconds when they reveal you.
- new - Survivors suffer from the Exhausted status for 10 seconds when you Mark them.
- Victim's Detailed Routine
- current - Survivors suffer from the Exhausted status for 5 seconds when Marking them.
- new - Permanently reduces your Terror Radius by 3 meters each time you down a Marked survivor.
- Telephoto Lens
- current - Survivors suffer from the Oblivious status for 60 seconds when revealing you.
- new - Survivors suffer from the Oblivious status for 30 seconds when revealing you, and Marked survivors are always Oblivious.
- Olsen's Journal
- current - Marked survivors suffer from the Oblivious status.
- new - Reduces the distance at which The Ghost Face can be revealed by the Obsession by 12 meters. When downing a Marked survivor, they become the Obsession.
- Night Vision Monocular
… Aaaand while I'm here, let's give a couple more touch ups to some of Ghostie's teachable perks. I understand these were already updated, and while they're definitely much better than they used to be, they could be a little more consistent.
- Thrilling Tremors
- current - Blocks all generators not currently being repaired by survivors for 16 seconds. This perk has a 100/80/60 second cooldown.
- new - Blocks all generators not currently being repaired by survivors for 20 seconds. This perk has a 60/50/40 second cooldown.
- Furtive Chase
- current - Each time you hook your Obsession, you become Undetectable and gain 5% Haste for 18 seconds. When the Obsession is unhooked, the survivor that rescued them becomes the Obsession.
- new - Each time you hook your Obsession, you become Undetectable and gain 5% Haste for 30 seconds. When the Obsession is unhooked, the survivor that rescued them becomes the Obsession.
Hopefully these aren't too off the rails. Ghostie has never been terribly strong, so I'm hoping incorporating a couple of his add-ons into his basekit allows him to utilize his power quite a bit more freely. Furthermore, I think getting rid of some of the less interesting add-ons that apply the same effect would free up some space for more variety and more fun add-ons.

These all seem really good for Ghostface. I have said for a long time Chewed Pen and Lasting Perfume need reworks, because they encourage bad play. Your suggestions are great!
I like the idea of making Thrilling a bit stronger, it's good info and not terribly strong gen hold. This would bring it in line with others. I also like that Furtive Chase rework, it encourages spreading hooks and gives a benefit for doing so. 5% haste for 30 seconds may be a little much, but it's understandable.

To elaborate on why I think that Thrilling and Furtive should be buffed in the ways I mentioned: I think the design of both these two perks is pretty healthy. Thrilling is an info perk that can also act as slowdown on gens not being actively worked on. That being said, the info this perk gives isn't entirely as reliable as a simple aura, even though it can get around aura blocking effects like Distortion. Dropping the cooldown on such a meh perk I think will allow it to get a bit more use even when downing and hooking many survivors quickly. And since Furtive is a hooking perk that encourages you to spread hooks by targeting only the Obsession, I think the effect could stand to be a bit more tangible and rewarding for how much the killer has to go out of their way to get any use outta this perk. Also, I feel like usually what happens is that when this perk activates, by the time I actually want to actively use the effect (especially on low mobility killers i.e. Ghostie himself) there's only like 5 seconds left haha.
And yeah, it feels really weird to be able to get snapped out of Night Shroud by a survivor on hook or downed across the map— and it feels really painful on more open maps like Autohaven and Coldwind.

I agree with all this and your rationale makes sense. I think it's time to just remove being revealed by hooked Survs altogether, but keep revealing by Downed Survs (prevents slug-camping). I myself really like Thrilling Tremors on all M1s, I pair it with other similar perks like Grim Embrace or Surge for extended gen hold and to also buy me time on slower Killers. I think all Ghostie's perks right now are healthy options that encourage good practices, and reward it by giving something sweet in return. I just think they'd be better picks if they did a little more. Killers want things that give them an edge over certain styles of Surv play.
