Alternate Change for Thrill of the Hunt
Firstly, revert the cleansing slowdown speed because base 47 seconds is not healthy for the game.
Second, I think the change was done in the first place because the blood point bonus was removed and the devs wanted to give something else to the perk. So here is my suggestion which I think is very appropriate for the theme:

Hex: Thrill of the Hunt
A Hex rooting its power on hope.
The false hope of of Survivors fills you with excitement and strengthens your totems.
For each totem remaining in the environment, Hex: Thrill of the Hunt is granted 1 token. (REMOVED)
While in chase with a survivor, all survivors suffer from a 30/40/50% action speed penalty to cleansing and blessing totems. (Changed)
While in chase with a survivor, reduce the bonus speed of any haste effects that survivor receives by 50%. While a survivor you are chasing has haste, you benefit from +5% haste. After the survivor's haste ends, this effect lingers for an additional 6/8/10 seconds. (New)

So as you can see: Thrill of the Hunt will stay strong and not be weakened by cleansing any amount of totems, but only if you are chasing other survivors. This is the "thrill of the hunt". I think it's fair because it will help the killer while they are trying to do their objective - hunt survivors - but not so much if they are only patrolling and dropping chase.
The "false hope" is reflected in reducing the speed gain survivors get from various sprint/exhaustion effects, and it instead helps the killer to catch up to survivors.
I think it's also a fantastic counter to Hope, on the off chance the totem even survives to end game. 🤣
