Dracula Needs a Windup on Teleport

Lethal Pursuer + Bat Form lets him immediately enter a chase at the start of the match.
Dredge has a 10 second "charge time" before his teleport becomes available; Dracula needs to have the same.

But blight/nurse/wraith/legion/xeno/spirit can all be on you in seconds with lethal as well, except survivors hear you switch to bat, can hear the bats coming a mile away, and cant be seen so long as they walk and avoid making noises like generators
